Understanding the 2023 Promoting Interoperability Requirements

doctors speaking

The world of healthcare is constantly evolving, with new technologies and regulations introduced regularly. One area that healthcare administrators and providers must stay updated on is the Medicare Access and CHIP Reauthorization Act's Merit-based Incentive Payment System (MIPS).

One key component of MIPS is Promoting Interoperability (PI), which focuses on patient engagement and the exchange of health information using certified electronic health record technology (CEHRT). In this article, we delve into the reporting requirements for the 2023 MIPS PI, helping you understand what is expected and how to prepare.

The Importance of Promoting Interoperability

Promoting Interoperability was designed to encourage healthcare providers to use CEHRT to improve patient care. It plays a crucial role in the MIPS scoring system, contributing significantly to your total MIPS score. This means that understanding and meeting the PI reporting requirements can have a substantial impact on your MIPS performance and, consequently, your Medicare reimbursement rates.

2023 MIPS PI Reporting Requirements

For 2023, the MIPS PI category has several reporting requirements that healthcare providers must meet. These requirements are designed to ensure that providers are effectively using their CEHRT to improve patient outcomes and streamline healthcare operations.

To successfully report for MIPS PI, providers must:

  1. Use 2015 Edition CEHRT: The 2015 Edition CEHRT is required for participation in the MIPS PI category. This technology allows for improved interoperability, providing clinicians with the ability to provide higher quality and more efficient care for their patients.

  2. Report certain measures from each of the four objectives: Providers are required to report specific measures from each of the four objectives set out in the PI      category. These objectives include e-Prescribing, Health Information Exchange, Provider to Patient Exchange, and Public Health and Clinical      Data Exchange.

  3. Submit a “yes” to certain measures: For some measures in the PI category, providers are required to submit a “yes” to attest that they have completed the activities required by the measure.

  4. Report for a      minimum of 90 continuous days: Providers must collect and report data for a minimum of 90 continuous days during the performance period. It’s important to note that the last day to start this 90-day period is October 2, 2024.

Preparing for the 2023 MIPS PI Reporting Requirements

Understanding the requirements is the first step in successful reporting for the MIPS PI category. Next, you need to ensure that your practice is prepared to meet these requirements. Here are a few steps you can take:

  1. Ensure you have 2015 Edition CEHRT: If you have not already, upgrade to the 2015 Edition CEHRT. This technology will not only allow you to participate in the MIPS PI category but also provide you with the tools necessary to improve patient care and outcomes.

  2. Review the measures for each objective: Take the time to thoroughly review the measures for each of the four objectives in the PI category. Understand what each measure requires and how you can successfully meet these requirements.

  3. Plan your reporting period: Remember, you need to report data for a continuous 90-day period. Ensure you have a plan in place to begin collecting this data no later than October 3, 2024.

The world of healthcare can be complex, but understanding and preparing for the MIPS PI reporting requirements doesn't have to be. By familiarizing yourself with these requirements and taking the necessary steps to prepare, you can set your practice up for success.
